In India, both the Chief Minister and the Governor play an important role in the administration of a state. The Constitution of India defines its duties and powers.
The Governor is the constitutional head of a state, just as the President is the head of the country. The Governor is appointed by the President of India and is usually held in office for a term of five years. The main function of the Governor is to ensure that the state government is run according to the constitution. The Governor appoints the Chief Minister, approves the bills passed by the state assembly and sends reports to the President if necessary.
On the other hand, the Chief Minister is the elected representative of the people and the executive head of the state government. The party or coalition that wins the majority in the state assembly elects the Chief Minister. The Chief Minister heads the Council of Ministers, formulates policies and takes decisions for the development of the state. Although the Governor and the Chief Minister work together, the day-to-day administrative responsibilities mainly depend on the Chief Minister and his Council of Ministers.
Simply put, the Governor is the ceremonial head, while the Chief Minister is the executive head. It is through the combined role of the two that the administration of the state is run smoothly and the needs of the people can be met.
